The article deals with the Quebec (part of the Canada Federation) plan to gain political independence.The legal arguments have been brought forth in a debate during which the supporters of Quebec sovereignty have appealed to the Right of Peoples to Self-Determination in the UN Charter. The writer says that apart from the UN Charter, the self-determination introduced in the CSCE Final Act is included in international law in force as a principle for creating rights and obligations.The article deals with the right of Quebec to claim independence, Quebec seperatism and the Canadian Constitution. ISBN 84 8405 104 8 LANGUAGE: SPA ABSTRACT: A translation of Chomsky's book about the principles of the US international and security policy, consisting of his lectures and conferences kept at the universities of Nicaragua in 1986.Chomski gives an analysis of his own country's policy towards Central America, the name of the book comes from his definition of the fifth, not in any official document mentioned freedom to defend US' intrests by all means.He begins explaining the history of the US foreign policy from Monroy doctrine and the domino theory towards the new concept of the international policy of the Reagan administration, giving several concrete examples of the US government's intervention in the policy of independent countries.Chomski explains how US prefers dictator Trujillo to any Castro, and how this basic idea of Kennedy has been concreted in Central America, how US advised to form the death squads in Guatemala and El Salvador, and how any attempt to build a more democratic regime instead of a US supported military one has been systematically overthrown.
